Research and Consulting Heritage
Robert M. Figlio, Ph. D., then a University of Pennsylvania criminologist, and Steven K. Aurand, a statistician,
founded CAP Index in 1988. While conducting research in support of proposed legislation
for the petroleum industry, Figlio and Aurand developed analytical tools substantiating
the commonly accepted premise that the likelihood of crime to occur at a property
can be predicted as a function of the community’s “social disorganization.”
Their research led them to create and extensively validate the CRIMECAST Model that
is now the foundation for CAP Index’s risk and vulnerability assessments.
